No to Amkor in Vistancia

Water

​

• Amkor Technology Semiconductor Packaging Plant will use 2 million gallons of WATER per day.

• Amkor plans to return 80% of their water back to our municipal waste treatment system that has NO capacity to remove potential PFAS chemical residues or accidental chemical escapes.

• PFAS (Harmful Forever Chemicals) are minimally regulated in drinking water. Most PFAS are not regulated.

• We risk PFAS in our soil and water table from Amkor.

• PFAS have a cumulative effect and cause cancer and serious health issues over time, causing impairment in health and death.

• Water will ultimately go to Vistancia’s land irrigation and city-wide water table refresh cycles. This is an unreasonable and irresponsible risk to public safety within the ENTIRE community!

Environment

​

• Amkor Technology refuses to disclose chemicals used in their processes, but it is widely known within the industry that similar factories use PFAS and other hazardous materials in this type of process.

• Amkor processes will generate hazardous waste and water/air emissions that need to be handled daily with ZERO errors for public safety, FOREVER. This is only the first phase of proposed facilities built.

• The City Manager admitted there will be air pollution from Amkor.

Public Safety

​

• Potential risk of toxic spills with NO escape routes for residents of Vistancia and all surrounding areas.

• Emergency Planning and Community Right-To-Know (EPCRA) disclosures have NOT been made public to the community of Vistancia.

• The Amkor Technology plant is slated to be built next door to a K-12 School, as well as a medium/high density housing in a planned community. This has NEVER been done, for obvious reasons!

Public Communication

​

• On 02/20/2024 the City Council presented the development as a 500,000 sq ft building with height of 53 ft. (4-story commercial building). Few taxpayers were informed prior to this meeting concerning the development of an industrial factory. Were YOU told?

• On 01/08/2025 a presentation was given by Amkor stating the building size was increased to 2.5 million sq ft, and 118 ft tall (10-story industrial building), to be OPEN 24 hours, 7 days a week!

• Industrial factories do not conform to Vistancia Planned Community District Standards provisions.

• Amkor Technology is heavy industrial and should not be placed in a planned community next to a K-12 school and high density residential! Amkor does NOT belong in a Master-Planned Community!

Amkor is NOT a Done Deal!

 

• The City of Peoria has NOT issued a permit for this project, YET.

• This plant is proposed for placement in the Mixed-Use Commercial Core zone of 5 North. It directly conflicts with the governing Vistancia Planned Community District Standards and Guideline Report last revised 11/2023 and approved by the City Council.

• No industrial plant of this size and/or scope has ever been placed in a planned community mixed-use zone in the United States. EVER! These types of factories ALWAYS go in heavy INDUSTRIAL zoned areas.

• Environmentally, the entire land base and water table of Vistancia is at severe risk by this plan!

• This proposal affects the basic SAFETY of all residents within Vistancia and surrounding areas, which make up a sizeable percentage of the entire population of the City of Peoria.

• We have clout if we UNITE and let the Peoria City Council know we are NOT happy with this plan and encourage them to reject the permit request for this industrial plant.
